Which of these budget video/graphic cards are better?

My budget is a real tight budget of under $400. My current options are as follows :

GIGABYTE GA-MA790X Motherboard - $109.99

AMD Phenom 9650 2.3GHz 4 x 512KB L2 Cache 2mb - $129.99

And Either one of these video cards :

HIS IceQ Radeon 4670 512mb - $79.99

XFX GeForce 9500 GT 1GB 128-bit GDDR2 - $79.99

Which of those cards are better? I'm most likely going to play L4D, COD4/5, TF2, and Fallout 3 on the highest settings, 1024x720 or w.e. The highest settings I can get without going below 40fps.

If there are alternative/cheaper Motherboard or CPU I should get. PLEASE let me know. I am still fairly knew to Gaming CPU customizing. I plan on upgrading when I get the money but this is my budget according to my dad( I'm 15 with no job and no money ).

Thank you!

P.S: The stuff my dad is already giving me are a 500w PSU, 1TB 7200rpm HD, Wireless B/G/N Network Card, and a Soundblaster sound card.|||A 512MB 9600 GT would smoke both of them, and the Sparkle version is $5 cheaper than either, so I'd recommend that.

EDIT: Sparkle isn't a bad brand though second tier compared to EVGA, BFG, etc.

You could get a BFG one for $80, though it's currently out of stock.
